The SmartGrowth Leadership group and Combined Tangata Whenua Forum meet regularly.

The SmartGrowth Leadership Group (SLG) is made up of representatives from the three partner councils, Tauranga City Council, Western Bay District Council, Bay of Plenty Regional Council,  tāngata whenua and central government. Meetings are typically held every 2 to 3 months. The agendas are available one week before the meeting is scheduled to be held. The Combined Tāngata Whenua Forum (CTWF) provides a regional forum for hapū, Iwi and Māori with membership comprising of the Tauranga Moana Tāngata Whenua Collective (TCC) and iwi/hapū, members of Partnership Forums. The CTWF generally meet on a bi-monthly basis. The values and aspirations of tāngata whenua are embedded in SmartGrowth's strategies, policies and work programmes. The Combined Tāngata Whenua Forum has been the key to the engagement and participation of Māori at the governance level of SmartGrowth.
